The Cameron Parish Housing Program represents a combination of information from previous planning efforts and programs that were designed in part to accelerate the recovery efforts following the devastation of Hurricane Rita in 2005 and Hurricane Ike in 2008. The plan offers an inventory and analysis of historical data as well as current conditions, goals, and visions that we feel are best suited for both replacement and infill housing stock for Cameron Parish.

The Parish Housing Program will utilize four Community Development Block Grant (CDBG) programs, three of which will utilize or follow elements similar to state programs. They are as follows:

Compensation Program ($8 million): This program will assist homeowners who suffered damage due to Hurricane Ike and had the means to return to their repaired homes but are still in need of assistance. This will be on a reimbursement basis. Low-Mod individuals qualify for up to $60,000 and non-LMI qualify for up to $10,000.

Homeowner Rehabilitation Program ($9 million): This program will assist those residents who lost a home due to recent storms or who received significant damage and would like to rehab their existing structure. Elevations and new construction are both eligible activities in this program. Low-Mod individuals qualify for up to $100,000 and non-LMI qualify for up to $50,000.

First-time Homebuyer Program ($3 million): This program will allow for the transfer of the Parish-owned properties to Low-Moderate Income homeowners who were renters at the time of Hurricane Ike or who may not own a primary principal residence, have not purchased a home in the last three years, and will meet the income requirement of less than 120% of the Parish median income. Qualified Cameron Parish future homeowners can receive up to a $25,000 soft second mortgage for the purchase of existing properties or up to a $75,000 soft second mortgage towards the purchase of new construction properties.

Affordable Rental Housing ($4 million) to produce affordable rental units in the Parish that can be either duplexes, apartments, or rental homes.
